I did a fast research and I can not find anything like it
Nanette Baby Frocks still in business and they have for 75+ years, so I think this is a early store display mannequin used to promote the company when it was new
that will be around 1945
the arms move and they can come off
the feet fits in to a wooden base, painted white to match the shoes and socks
