Pachinko is a mechanical game originating in Japan that is used as an arcade game, and much more frequently for gambling.  However, gambling for cash is illegal in Japan (I'm not an attorney so don't press me on that) and the Pachinko balls can not be exchanged directly for money in the Pachinko parlor.  They can be exchanged for "special prize" tokens which can in turn be sold for cash to separate vendors off-premises.
Again, I'm not an attorney and in no way do I recommend traveling to Japan to test my accuracy on these statements.  I suppose if you live in Japan you're probably better aware of what to do and not to do than I am.  In any case, this is one of the aforementioned tokens.
